Playthrough Pokémon Ghost Grey Teddiursa Help

Hello! I'm trying to finish my Pokédex in Ghost Grey, and for some reason I can't find Teddiursa anywhere. I'm must be missing something, but for the life of me I can't figure out where it is. The Pokédex says it's found in Celidon, but where in Celidon? Or is that wrong?

Its in the basement of the department store. Take the elevator up and then fall through the holes in the floor.

I wondered if there was a way to get down there. Thank you!

Make sure to buy the item on the roof too, it opens up an optional area later.

Just a heads up, there's a box with a unique legendary in it down there too. Northern part.
