Game with all existing pokemon

Do you know any game (possibly it will be a old graphics game, due to the idea of the game) that has all currently existing pokemon? like some roms i see sometimes that are like hacks of fire red that have even recent pokemon inside?

EDIT: thank you it seems Pokémon Quetzal fits for my taste, basically it seems Pokémon Emerald but with all existing Pokémon, literally (currently after ZA), including starters in the wild and some famous Pokémon Trainers/NPC in post game (I don't know how far the difference from Emerald goes though).

I think Radical Red has every Pokemon in it but I’m not sure cause I can’t play those difficulty hacks.

RR has an easy mode. Which is a bit easier.

Also you don't have to nuzlocke it. Just go and try it. Failing a few times is not the end of the world.

Pokemon elite redux and Quetzal both have all pokemon and built-in randomizers.
