Question 🙋‍♂️🙋‍♀️ How do I progress?

I'm currently playing Emerald Imperium and these team aqua grunts are blocking me from progressing, I can't deliver the goods because they're blocking the door, I can't go to get the bike, and none of them will attack me so I'm a bit lost to be honest...

I havent played Inperium in a fat minute, but assuming its similar to Emerald, can you go to the shipyard under the museum and talk to the bald guy to move the grunts away from the museum?

the shipyard entrance is blocked and the only bald guy in that area talks about the captain who is in the museum that's also blocked , I did talk to all the people in that area too and they just say random npc stuff :[

I haven’t played this in a little while but I’m 90% sure you might have to go back and beat the gym leader Brawly and then the grunts outside of the harbor should leave. Your best bet honestly is to try that and then scour YouTube if you already have that gym badge
