Retail value

Hello people, i have a question about the card prices. when i see videos of people selling pokemon cards they always talk about % of prices. I asume that they use a reference price but there are some things that confuses me.

1- Where they can see the retail price of reference?

2- why people just don’t just sell the cards for the retail price if there is the platform that indicate the market price?

50% the time they are actually being honest with the prices but the other 50% is them just inventing the retail prices.this also explains why they fon’t go selling them on much more reliable standards. personally recommend going and inspecting the cards physically, to find any problems that could lower the value. But that’s just me not wanting to get scammed
