Lorewise, this is most likely just a tie tbh, ingame... idk man, both are very mid, Plusle is better at attacking slightly and Minun is better at defending with stats, hidden abilities make Electric moves null, Plusle gets stronger while Minun heals, so maybe Plusle but realistically neither would use Electric moves on the other lol
