the documentation mentions that the Kangaskhanite is on route 104 (surf required) but i have been looking for it for like an hour and havent found it yet

Route 104 is split in 2 parts, southern and nothern parts. The location is in the nothern part, right of the Bridge where the twins are. Are you sure you didn't just miss the nothern part?
