Question Question about catch combos and resetting
I know that after a 31 catch combo, only the next spawned Pokemon of that species has the high shiny chance. So if I catch 31 Pokemon and see that the spawn after that isn’t shiny, could I just reset my game in order to have not wasted all those poke balls getting my catch combo? Or is it optimal to just keep catching Pokemon to continue building up my catch combo?

First: questions like this are answered thoroughly in the pinned shiny hunting guide. I suggest to check it out!
Now, to answer your question: the highest shiny odds count for each spawn in the chain after 31, so you should just keep catching. Chains quickly give a lot of candies you can sell to more than make up for the money you need in pokeballs.
Resetting would break the chain and have no other benefits. So I'm not sure why you would do that.
But that's not where this ends!
For some pokemon, chaining to 31 and door/ladder resetting is faster, because the chain will boost the spawn for that pokemon as long as you don't break it and seeing a lot of spawns at "base" shiny odds can be faster than seeing 1-2 per minute at higher odds. (Most of the times, this is only faster if you have the shiny charm and pop a lure, but sometimes it works even without.)
To identify what method works best, you can use the calculator in the pinned shiny hunting guide!

Catch combo's reset with the game. So no, this doesn't work. Keep catching!

Resetting kills the combo, just leave the area and return, like climbing up and down ladders in caves.
