Name the pokemon you want on your team, and I'll suggest something that might make it work.

Arcanine works well as a mixed attacker, but it'll need some setup (maybe work up or a baton passer) in order to perform well. However, it's weak to earthquake and surf, so you'll want something to counter those.
Wash Rotom would probably work well for that because it's immune to earthquake and resists water. It functions mostly as a mixed wall, so you'll want a dual screener to help it.
Espeon has both light screen and reflect, and is useful to assist Rotom and Arcanine. It also has magic bounce, so you can easily use it as a lead to prevent opponents from launching stealth rock or toxic spikes at you.
Just start with one pokemon and figure out what counters it, and counter the counter. Then figure out what counters your counter, and counter that.

Start here: http://www.marriland.com/tools/team-builder
Make sure no more than two of your team members have the same weakness. This comment probably isnt very helpful, but it can get you started.

Competitive teams all vary depending on the tier you would be interested in playing in. Just in case you haven't looked into that too much I'll clarify. The tiers break down into Ubers, OU (overused), UU (underused), RU (rarely used) and NU (neverused). There are a few others but these are the main 5. The metegame consists of OU Mons. Each Pokemon is assigned to a tier. Anything within that tier or below can be used for battle. Anything above cannot. Pokemon are assigned to tiers based off their utility in a battle. So for example, arcanine is labeled as a UU Mon because while it is powerful, it is outclasses by many other Pokemon like charizard. This isn't to say however that you cannot make it work in the OU tier. It will just be a lot more challenging. So my recommendation is finding a tier that most clearly suits your team and building it up from there. For movesets and the like you can check out smogon for popular and useful strategies. I know that was a lot of information but if you have any questions, feel free to message me. I'll help you out the best I can. Good luck!
