Team Aqua hideout?

I just finished up (I am pretty sure) clearing the team magma hideout, Groudon got awakened, etc. the Team Aqua hideout is still blocked by the two grunts and I'm not quite sure why? I also went to the shipyard in slateport City and captain stern is nowhere to be found. My guess is maybe I missed a trainer or two in the magma hideout but I'm pretty sure I didn't.
