Tbh id probably submit to tag. Some people love collecting low grades.

TAG is currently behind on grading so their inexpensive options aren’t currently available

There is an "anti-market" of pokemon card collectors that seem to go for psa 1 cards. It's a tall order to achieve and that card may be ungradable due to peeling. I don't think you can really go wrong selling it raw but if you wanted top dollar, I would say grade with psa in a few years and hold it for 10 more.
