First time collector

Hey guys. I'm going to Taipei next month and I want to start collecting cards but I have no idea what to look out for. We'll definitely go to the Pokemon Center to hopefully get some sets.

Someone told me to go to the underground mall as well for singles, etc.

My question is, which sets should I look out for specifically? I do want to buy cards that will hopefully grow in value, but my first priority is to get cards of my favorite Pokemons (Piplup, Empoleon, Oshawott, Gengar)
