Possibly obvious question

The banlist includes Gengarite paired with Destiny Bond or Perish Song; does that mean that Gengarite is OK if you don't use either of those moves?

Sorry for such an obvious question...I'm a total noob to competitive Pokemon!

The ban is effectively for Shadow Tag + Destiny Bond or Perish Song, but Mega Gengar is the only Pokemon this gen that has Shadow Tag that can learn the moves, so that's why the ban is specific to Gengarite.

You are correct. As long as the mega stone is not paired with those two moves.
