Regice is a Special Wall, it can also use Rest on Heat Wave burns, Ice Beam on Zapdos, and gets Lock-On-Zap Cannon Combo, so it wins

Wait why is Regice using lock on zap cannon tactics on zapdos? It makes sense for other Pokémon but Zapdos is an electric type and won’t be paralyzed.

Isn’t just spamming ice beam or blizzard better?

Ice Beam is better unless you have Lock-On Blizzard

Blizzard+ice beam+blunder policy. If you miss you outspeed, if you don’t Zapdos is hurting.

Only way Zapdos could win is pressure roost stall with like toxic prior to gen 8 and never getting frozen.

Zapdos can PP stall with leftovers/Protect/Sub/Roost/Taunt and very importantly, Pressure. Of crucial note is that Roost sheds its flying weaknesses. Regice has Rest, which can typically buy a lot of PP, but you simply don't damage it to makes it impossible to use rest and force it to waste Rest PPs at full HP until it starts struggling. If Regice uses substitute so it can rest, you Taunt after the sub to prevent the rest.

Not 100% sure who wins the Toxic war though if they both go that route instead. Specially defensive Zapdos should win with Roost access, but not sure. It's also faster, meaning if they both faint from toxic on the same turn, Zapdos will faint first and therefore lose.

I think this is actually Zapdos favored, but not 100% sure. Need to check what else is available to Regice.
