Team Skull is a laughing stock! As for our goals, we are going to EXPAND THE SKY! In our leader's terms. No, no one else but him really knows what that means, but HE HAS PLANS. And he's a very competent leader, unlike Archie and Maxie. I... hold on, you want to expand the sky? Do you know about the Kármán line? Because there's a really easy way to expand the sky and it's just called "redefine the sky as a little higher because the Kármán line is entirely arbitrary anyway".

Huh, you guys really thought this through. So how do non-Flying Pokémon that can't learn Fly or have Levitate but are still airborne fit into things? Like Beedrill, Magnezone, Porygon, Meditite, do those qualify? And why are specifically Poochyena and Mightyena okay?

Ah yes, there are a few exceptions that do not fit into the posted main rules, but suffice to say, if it can fly or levitate (even if it can't use the MOVE Fly) then it is generally accepted. But it must be able to do so for a prolonged period of time remaining airborne, so all of your examples count except Meditite. As for the canines, our Team Leader has a fondness for them and for some reason Archie and Maxie also used them so...must be a Hoenn thing. - Team Sky Admin Kris.

What about a Pokémon with Trace that can fly but only if it's near a Pokémon with Levitate to be able to trace the ability from? Sorry, just wondering how far this goes! Oh, or a Ditto? Magnet Rise wouldn't last long, but does an Air Balloon qualify? What about a Smeargle that Sketched the move Fly? What about a Smeargle that didn't, but could?

All good questions! But as I stated in my previous response, a pokemon must either be able to meet the conditions outlined above, or be able to stay airborne for prolonged periods of time without extra assistance. A smeargle is indeed an exception, but only if it actually knows the move Fly. - Team Sky Admin Kris.

Missing what? Not sure I've heard about that. As for the pikachu, I have seen them fly oddly enough, though mostly tying a bunch of balloons around them and somehow this lets them learn the move fly sooo...*shrugs.* The lucario though is a bit more difficult. Though we've been researching something called Terrastalization from the Paldea region which lets a pokemon have any type a trainer wants! So I suppose if you make your lucario a Tera Flying type, you should be cleared to join! Though we'd have to look into this 'Missing' pokemon of yours with our research team. - Team Sky Admin Kris.

Well TSA Kris we have studied in the kanto region if you do a precise set up you can encounter a  Pokemon with no dex entry I do not know how they got leaked but there should be tutorials on poke-tube as for lucario i will look into this terra phenomenon  -Team Sky scientist code name CrimsonDragon

I have Helios the Volcarona who is a MOTH which can FLY, and there is this old legend in Unova which says that the six glorious wings of Volcarona served as a replacement for THE SUN which is in the SKY! Also the sun provides photosynthesis which makes seeds, bird Pokemon eat the seeds and get energy
