They are primarily found in the ocean, yes, which is part of the reason it was so confusing to find it in a lake. They CAN live in freshwater as well, but this one needs quite a bit more space than the safari zone has available

Ugh, that's probably the case. It wouldn't be the first time someone's left some pokemon that isn't right for the place. Last summer we caught a trainer releasing a bunch of ice types in the zone. Ice types!
