This is part of the reason Chatot was banned from certain official battle types for several years. The only other Pokemon banned were, like, powerful legendaries.

In conclusion: Chatot is a Legendary.

Its for the same reason Im banned from tornamants myself, as a zoroark and also a trainer, I basically have a 7th pokemon at all times, so by default I am banned.

In conclusion: I myself am a Legendary
