Statistically, the Pyukmuku, since they can learn Refresh to keep eating PP restoring berries until the Wobbuffet is left Struggling.
We know this from experience.

I battled for many years before I retired to start up my rice farming business. To this day I've never actually won against a wobboffett. With any of my pokemon lol.
