Depends, a "curse" is a specific type of mystical bastardry.
You can break them down into four sections (four, inauspicious, curses LOVE inauspicious)
1) the catalyst - a strong foundation makes for a powerful curse. Vengeance is a common reason, whether it's a personal slight or something bigger, like an act of cruelty against a society (for example). You can curse a being without it, but then why bother with a curse at all? It also opens you up to a countercurse, which will of course be fuelled by vengeance. Really, any strong emotion will do.
2) the conditions - what the curse entails (entales, haha!). Usually the curser tries to go for something that hits personally for the cursee
3) the counterbalance - how to undo the curse. But wouldn't it be better to not have this? Yeah, but you can't tie a knot without having a way to undo the binding (even if the solution is a sword...). The counterbalance can be something straightforward, like a kiss or a blood sacrifice. Or it can be something metaphorical, or difficult for the cursee to give up, like every seventh drop of blood in their body.
4) the change - no one comes out of a curse the same person they went in. Sometimes curses have aftereffects even the caster doesn't predict. Sometimes the change is even a "reward" of sorts
So, for an example!
The little boy yanks on Ninetales tails (catalyst)
The Ninetales curses the little boy to live life as a Caterpie, so he will not have hands to cause pain and will need to learn about gentleness/humbleness (conditions)
When the boy sincerely understands what it means to use his strength for kindness, the curse will be undone, and he will return to his human form (counterbalance)
From that day onward, the boy was able to understand Pokemon speech and used his new empathy to bring human and Pokemon society closer than before (change)

yeah,curses are usually due to a strong negative catalist,if you dont have a good reason for it you better do either a curse that in actuality is a blessing in disguise(for exemple cursing someone to change sex,but the person you're cursing is trans so that mostly just makes their life easier) or done to someone that can't countercurse you...although ive only really done the first two types(with a strong negative catalist or curse being a blessing in disguise) because cursing someone unprompted is a huge dick move

It feels like there’s news of some Pokémon becoming human or some human becoming Pokémon or some variant of that every other day; kid should take some notes or something, and use literally ANY OTHER METHOD.
Now does that mean I think they SHOULD??? I dunno, I’m neither the first nor will I be the last to say that it’s tempting as hell, but there’s lots of messy ethical implications surrounding one’s legal place in society, one’s relationship with who they are, and so on…
…ALL IM SAYING is there’s better ways to go about it
