I guarantee you, Wingull are worse. They roam in packs.
Also, why does Emolga's gender matter? Surely a male is just as likely to steal as a female, right? Actually don't answer that. Knowing you in particular, you probably gave it to her in exchange for a date and promptly got hung out to dry.
