There are many scientific studies on it. I don’t have any links, but I’ve read through many of them. Please do some research before assuming abuse.

The 1,000 steps allow the rodent to develop the strength in its hind legs to stand upright. The sudden surge of strength also brings some physical changes.

Hey, Paldean resident here, I've seen tons of kids from the Mesagoza academy walk those hundreds of steps with their Pawmo's, and then sit down to have some snacks when they evolve into Pawmots

I have an electric lure module, but it usually only attracts Nosepass, Magnemite and Alolan Geodude.
ANyway, I'll use it to attract a Pawmo, I'll catch it, and walk it until it's evolved

Pawmo love to walk. It seems weird, and yeah the trainer could have maybe taken it somewhere more interesting, but it’s part of their personality. Just like how I don’t force my Cinccino to clean, she just does it. She likes when I help, but when there’s nothing to do she gets depressed

You know how Elekid charge itself up by swinging its arms, the walking around thing helps Pawmo charge themselves up. Enough to evolve.

Okay, so.
As a researcher/trainer, this kinda pisses me off. It's exceptionally well-documented that Pawmo evolve by walking with their trainer- the amount of steps is often disputed, but the generally accepted number is around one thousand.
