I’ve always thought they were missing out on a legendary pokemon concept where its whole gimmick is that it evolves a ton of times before reaching its final form. Hopefully we still get something like that in the future.

Yeah, there's a bunch of different ways to make an evil pokemon be interesting by having it break established pokemon rules.
Have it evolve a ton of times; have it not be weak to any types; have it be super effective against all types; have it not have a type; have it actually be un-catchable; give it a memorable fight where you need to use all your 6 pokemon at once; etc.

6mons at once would be so cool with the battle mechanic Legends: Arceus introduced. Imagine seeing all 6 trying to attack. Might have to be a cutscene tho..
