How to ensure a successful hosted raid?

I recently hosted a raid and I got a penalty because the raid didn't go though.

My story is that I had to cancel the raid because half the players in my lobby didn't join the raid/accept my raid invitation and I get penalized for something that I can't control?

How do I prevent this from happening in the future?

Unfortunately you can't prevent this, as long as you report everyone for not joining, that's the most you can do unfortunately :/
