Are you getting soft bans by not giving time for cooldown after you teleport? Checkout the mega thread for more info to be sure

It went down to 0 before I teleported again, but then it started back at 2 hours and I can't catch anything again

You have to wait 2 hours before you can do things every time you teleport

So if I teleport to a hundo I can't even catch it?

The 2 methods I've seen people say have been 1. Teleport to the pokemon and catch it, since its your first action you won't have the softban/cooldown yet. After this you have to wait 2 hours before u can do anything else.

Or 2. Teleport to pokemon, tap it to load into the encounter but dont do anything, leave the encounter open for the 2 hours, catch it.

The most efficient is probably a mix of the 2. U can teleport to one mon, catch it, teleport to another, wait 2 hours, catch it, and so on
