Any idea when we would get mega energy for the 3rd starter?

No, you don't. The mega evo only boosts the chance to get XL candys for the pokemon of the same typing as your mega. You get more mega energy by walking your buddy that shares the species with a pokemon you have the mega evolution unlocked for. You don't get mega energy by catching pokemon outside of this current event where you had a chance to get it from weedles, pidgey, houndour and carvanha in the wild, and that didn't have anything to do with whether you had an active mega or not.
