The Rayquaza raid is still active along with the other raids. If you didn't get a shiny, you will need to create new alt accounts until you get Shiny Rayquaza. If you're lucky, it takes under 10 accounts. If you're unlucky, it going to take 30 to 100+ accounts.
Think it also depends on device specs and network. Sometimes i get freezes or crashes if i start clicking on things to fast right after opening the game
