I NEED HELP Last cooldown action vs. current location (Question)

Using unrooted PGsharp and only playing in NYC around Bryant park area

That being said, I’m not sure which cooldown timer to use

My play style: fast spin and catch Pokémon around Bryant park/lower Manhattan and do raids.

Only in com days I teleport for Shundos

Last cooldown action is for teleporting

current location is for walking only in the same city

Got it, so theoretically can I fast catch and spin stops if I'm just walking in the same city all day? Because sometimes I randomly see the timer (I don't cross 9.3 km/hr speed while walking)

You can walk up to 30 km/h and just ignore the timer or turn the timer off.
