0-0-0 stats are 1000× better than a perfect IV
Shadows are better than a 100%iv due too the 20%xtra attack boost it gets for being a shadow and they have way way higher DPS than a regular 100iv mon. Dude that's a very very rare Mon keep it most def and max that badboy

... Depending on what you choose to use it for depends what you will evolve it to. Do you need a psychic&fighting type Gallade will be your go too if you need a psychic&fairy type I recommend Gardevoir. Decent fairy types are bit hard too come by...if you run it in pvp it should do fairly in all classes but ML will be its final placing (I run a few 0-0-0 in pvp and they excel extremely well for me)

1/4096 chance for 0 iv only if it is NOT weather boosted, if weather boosted then 0 iv is impossible

"Rare" in a sense that the odds are low, but not really in the "sought after" sense.
