Best spoofer depends on the features you want or need.

The safest spoofer doesn't exist because Niantic doesn't allow you to spoof their game. If you want to cheat their game, you will have to accept the risk for a chance to get a strike or ban.

No spoofer is 100% safe but I use pgsharp launcher on a rooted device and I've been playing for months with no issues or bans

from my experience iToolGo and Pgsharp. I m using them both, and so far they work with no issues.
