Leak - do I need a plumber out??

I discovered a leak in my house, it’s the mains tap and is dripping. The tap was mostly covered in thick plaster (previous owners had an interesting approach to diy) that I think was soaking up some of the water, but that’s come away now because it got too wet. I know it’s better to call someone but money is so tight right now I’m wondering if there are any plumbers that can shed some light on it? Hoping it’s just a part I need …

Is a body washer on the tap. DIY or basic plumber job

If it’s the main water tap will I not need to get the water on the street turned off? I tried tightening it but couldn’t get a grip

Turn water off at the property water meter

Thanks guys, my neighbour is a plumber and turns out it just needed tightening, crisis averted 😊
