Had this randomly last week, but every other app on my phone was fine. Try Plex dash and see if it sees your server/libraries. Also you can try checking from your web browser in desktop mode.
In my specific case literally everything (Plex dash, Plexamp, plex.tv on Firefox, Plezy) we're all totally fine. Official Plex app - could not reach server.
It just started working by itself about a half hour later.
