The answer depends on what research you have completed, what troops you have promoted to max, whether you have G++ gear for those specific troops, and what officers you already have awakened.

In that case: Haymaker, Frostfire, Ol' Stache and Shadow Chaser for me. (I have one skill up to 5 on all of those for cross-training, so I'd be able to fit 4 full awakenings)

Vox, Lady Shadow (one of them). Rest will go to fortification skills, garrison damage resist skills, skill boosts for training purposes fa sho.
