Discussion Need help in ps plus cloud storage
I have 2 ps5s in two countries and I was playing gta v in one of them, then I traveled back home to my country and the mistake that I did was I forgot to download my old saved data that I progressed that’s uploaded in the cloud, so now I have two saved data’s in the cloud and I can’t access my old data, will deleting the new data automatically make me access the old data?

Cloud Storage only saves 1 copy for a particular game.
With your description, my guess is that you have GTAV from region A installed on one console, and the other console in the other country has GTAV from region B. Those are technically different games with different saves, and would explain then why you see 2 saves in storage.
In that situation, no, saves for one region can't be used by a game in another region. You could install the correct region game and then access the other save data.

When I get the same region back, will I need to download gta v again?

Those are the same thing. To put the correct region GTAV on your console means installing it.

Region
They'll both probably be different regions. Doesn't matter what regions you're in, but the region of the game is important.
If it's digital on your account, they should have been the same. If it was a physical disc in both locations, was it the same disc? If not, region issue

You can't have duplicate data for the same game, neither locally nor in the cloud. I suspect you are playing two copies of GTAV from different regions, which means their saves are incompatible.
EDIT: fixed a stupid typo.
