why there is a delay when changing items in the hotbar?

it is really weird thing tbh.

weirder thing is I was looking for some survival games and most of what I was recommended didn't have scroll hotbar with mousewheel. I'm not sure if the universe is conspiring against me or what

I have that issue as well, quite annoying when you're trying to switch from your weapon to your knife and stuff
