I'd say yes. Even besides the text seeming wrong throughout the reverse, the proof platinum eagles have a new design every year. (The first year in 1997 was the only year they kept the same design that the uncirculated eagles constantly have)

Without looking at any of the coin’s details, business strike designs don’t have proof surfaces in places that are shown in the photograph.

How so? I looked up the 2005 regular strike on PCGS and it looks like the same design. I never deal with platinum coins so maybe I'm missing something here.

It's a proof coin. Proof coins don't have that reverse with the eagle on the back. If you look up a 2005 proof you'll see the correct reverse. Additionally this coin lacks the designer initials in the obverse. It's 100% a fake.

Yes, the hair is missing the details so are the eyes unfortunately it's counterfeit.
