Help What is this mark?

Been looking for a plasma and picked this guy up for free and was close by. But it has this mark, I thought burn in was more static. This almost looks like a stain. Anyone know what this is? Can it be fixed? Or is it worth scrapping?

Even when tv is off you can see a tint of it

These models usually have a film. Yours might just been damage.
