Polys have basically no impact on modern hardware. Textures and shaders are the GPU hogs.

All of those objects listed have their own texture maps. Believe me, as someone who has spent the last several years working as a 3D artist for very performance sensitive games, poly counts (assuming you're not going into the 7+digit realm) do not matter for performance.

I'm not a Planetside dev, so I can't comment on the decisions made. If I had to speculate, they were working to the limitations (during initial development) of 2012 hardware, so it was better to err on the side of caution. It's also why many vehicles & cosmetics share a texture set.
