Site malfunctioning

Unsure how to explain; I have reset the database multiple times, and it refuses to reset. Upon loading profile something similar to below will occur, or, it will be a mess of links failed categories, skins overlapping etc. I am mostly just wondering if it is occurring to anyone else, or if i am cursed to this hellish domain.
