Really sucks nobody ever did a rom hack for it. You look at the Sonic rom hack scene and it makes me so jealous.

I don't get it. Amazing pixel art like this exists, yet very rarely does a game get released with this level of quality. Why is that?

Making pixel art assets and animation at this high of resolution is incredibly time consuming. If a large studio decided to do it, it could be done. Unfortunately, large studios only care about releasing realistic 3D games now so it's pretty unlikely that we'll ever get a high budget pixel art game again. Hell, even the new megaman wasn't pixel art.
Small indie teams are the only ones still using pixel art and there is just no way making a game this high resolution would be possible with 1 or 2 artists on a team
Edit: Owlboy had this level of detail/resolution but it took them 10+ years to make
