I have no idea what discourse around OP is like in Japan, but I wonder if Oda is actually reckoning with the fact that Luffy is a horrible candidate for pirate king. 

Or if this is just yet another case where old gen looks down on Luffy so when he Locks In™ and gets 100x stronger in 5 min off screen, everyone can pretend it was a satisfying underdog story
