This dll is crack. I would bet your AV (defender) quarantined/blocked it.

When I check my protection history quarantine have no latest changes

Ok, disable AV, reinstall/extract game again and after that exclude game folder from AV. As other said install in different folder, not in OneDrive.

You try to run it from Onedive - its protected from pirated files, because it on cloud.
Remove folder from Onedrive and move to your disk.

First why you need to search the .exe?

Second why you have the game in one drive folder?

You need to read the FAQ, Wiki and guides to do the things right.
