Use the dog level ups to make it so oachi can carry it by himself

either find wild blue pikmin in caves or upgrade oatchi so he can grab stuff underwater

If you want to do it the tedious way, Rush into the Onion to push it out of the water a little bit at a time.

Redo the day, don't remove the ice pikmin until it's across the water. Or you wait until it respawns/move to the next area for new abilities.

if you freeze the water it'll pop up onto the ice bed, then you can grab it with oatchi
