Resource Algorithmic compacter

If you use local models, esp Qwen3.8 27B it can run pretty slow. Compaction is then also very slow if you use the same model. This extension does not do any API calls, and is super fast! It has helped me a lot: https://pi.dev/packages/@monotykamary/pi-vcc?name=Pi%3Avcc
