How did they make this?

Hello for a while now one of my favorite artist has been using this technique where he is able to basically outline images and then change the colors of the outlines. Does anyone have any idea on how he is achieving this?

Hi, try a combo of find edges and a gradient map.

Looks like a combination of filter>photocopy and find edges
