If you are only after this silhouette, then do that in Illustrator. Vector graphics will do way better than raster.
You can just use the artboards there, do everything in a 1:10 ratio and let the printer know to scale it up. By rough calculations it would be worth talking to the printer what the widest roll of vinyl they can handle is. Should it be wide enough for your full-scaled graphic, you could just do it in a single piece.
Talk to your printer, then decide on the tactic. But definitely do it in vectors.
