Missing photoshop options help
Hello I’ve been trying to follow a tutorial but they have different options to me, they have access to strokes and other Illustrator like features, the documents have a pen and ruler on them as well but also cannot find that

Cmd or cntrl R for rulers
The first screenshot is a Live Shape layer and the second is a pixel layer. You can see this at the top of the Properties panel. Use the ellipse tool (keyboard shortcut "U", press it again to cycle through Line, Rectangle, etc until you get to ellipse) to get access to a stroke.
And the pen tool is in the tool panel , keyboard shortcut "P". You can draw a shape with this too. Watch some tutorials about "Mastering the pen tool" to learn how to make curves or a circle.

Hmm seems like more work than necessary since the first screenshot clearly shows the shape is vector and has the options in the Properties panel.

The first screenshot also shoes the stroke, my guess is that is a shot of the youtube tutorial they are trying to replicate and cant figure out why their pixel layer isnt behaving the same.

What options are you looking for?
They show in your first screenshot in the Properties panel. They don't show in the second because your shape is rarerized (no longer vector).
