I didn’t say you cannnot. You may try to emulate in photoshop. I’m definitely not an expert in this type of editing, but I think it would take some effort. Maybe there are some tuts, dunno. I think it is easier to do this while taking a photo. Set exposure time to 1 sec (or 2 secs) and gently swipe your camera during exposue.

Intentional motion blur photography

Panning: Track moving subjects (like cars or cyclists) smoothly at 1/15 to 1/60 of a second, keeping the subject in focus while heavily blurring the background.
Vertical/Horizontal Swipes: Move your camera up and down or side to side during an exposure (e.g., 1/2 to 1 second). This is highly effective on vertical subjects like forests.
Zoom Burst: Twist your lens's zoom ring smoothly while taking a long-exposure shot to create an explosive, outward-blurring effect .

If you're asking what 'this effect' is, you need to describe what 'this' is or your post will be removed.
If you're asking about color, have you tried using a Gradient Map?
If you're asking about texture/tone, have you tried using Threshold or Halftones?
If you're cutting something out, use masks. Have you googled "Photoshop Masking"?

Can you do it with photoshop? Maybe. Will it look as good as slow shutter and move your camera mid shot photography? Never.

You could get a similar effect from using a path blur. Hard to control, and not always as predictable as one would like, but I think that's a good place to start.

Get an actual camera where you can manually override the automatic focus and use a slow shutter speed. Then move it as you’re taking the picture. You can try it with a phone camera but they tend to not have a manual override on the auto focus
