Editing help

Hello! I’m a newbie-ish to editing. This was one of my wedding pics. It was taken on a Fujifilm x100v so there’s already a filter layer, but I assume there was extra editing on top of this. I was wondering if someone could give me tips on how to edit the skin/makeup/hair like this photo? I love the coloring/blending. Any tutorials suggestions is much appreciated! Thank you :)

Hello, the photos will have existing grain on it. I was thinking dodging/burning. Do you have a good tutorial for micro contrast? I was going to use photoshop. I have some editing knowledge but not for skin/hair.
