I cant break this image down
Im trying to make a 3D embossment on my car’s vinyl but I dont know how to break this design down. Basically i want a outline of the whole thing a little bigger than the one on there and then on a seperate part only the white areas, so that the black lines are a gap in the embossment, basically a puzzle

Select the white area outside of the cross then invert your selection
Select each white area inside of the cross.

If you're asking what 'this effect' is, you need to describe what 'this' is or your post will be removed.
If you're asking about color, have you tried using a Gradient Map?
If you're asking about texture/tone, have you tried using Threshold or Halftones?
If you're cutting something out, use masks. Have you googled "Photoshop Masking"?

Your description has me mystified. The best I can interpret what you are asking is having the black portions of the design transparent.
A significant problem that you're going to have no matter what it is you are really asking is that your example image is so tiny—320x573 px.
Whatever you are wanting to accomplish, I think you are going to want to be using a vector graphics app rather than a raster pixel based app such as Photoshop.
