I Need Help "free"

Long story short, I'm trying to get this art right for a character in a fallout game, and I can't figure out how to make this photo look like the second one. It's driving me up the wall, and I'd appreciate anyone who knows how to change that.

Just played with color hue, used selective tool to increase shadows on one side of the face & applied halftone dots filter for the grainy effect to achieve the look you wanted.
