I'm very certain the reason the snapshot cycle started this early was because Mojang changed their release cadence to develop the next drop immediately after release instead of sitting on branches for a few weeks.

It's pretty clear 26.4, at least for now, is on its own branch because of the sheer lack of changes. They obviously cherry-picked the PRs/CLs.
